Emmanuel A. Santos is an attorney-at-law and a certified public accountant providing comprehensive legal and tax solutions to clients in San Francisco Bay Area and beyond. He strategically combined his tax and law practice to provide a holistic approach to helping clients.
Emmanuel has been in the tax and accounting industry since 1989. He received his Juris Doctorate from John F. Kennedy University, Master of Science in Taxation from San Francisco State University and Bachelor of Science in Accounting from Indiana University (Bloomington). He is a Certified Taxation Law Specialist (CA State Bar), an IRS Enrolled Agent, a Personal Financial Specialist, and a Real Estate Broker.

Cesar R. Fumar is licensed to practice law both in California and in the Philippines. He was admitted to the Philippine Bar in 1985 and to the State Bar of California in 1993. He strives to serve his clients with efficiency and honesty, believing that fully explaining the issues of their cases in great detail, even at the initial consultation level, helps them understand what course of action would be best for them. Cesar fully understands a person's immigration journey as he himself is an immigrant.
Cesar has been engaged in the full-time private practice of law in the U.S. since his admission to the California Bar. He graduated cum laude with a B.S. Criminology degree from the Divine Word University, Tacloban City, Philippines; and earned his Bachelor of Laws (Juris Doctor) degree from the University of Santo Tomas, Manila, Philippines, in 1984. He worked for the Philippine Government [Commission on Audit (COA)] and at private finance and banking companies while in the Philippines. Cesar also holds a California Real Estate Broker’s License.
